The Elk County Commissioners approved an update to the Elk County Municipal Solid 91²Ö¿â Management Plan. Chairwoman Fritz Lecker noted that, “Under Act 101, the county is required to prepare a Solid 91²Ö¿â Management Plan, and then update that plan every 10 years…We have the Solid 91²Ö¿â Authority that we then delegate for execution of the plan.â€

Bekki Titchner, interim Elk County Recycling coordinator, noted that an extension was granted for the plan that expired in 2024, so this updated plan will be in effect until 2034. She stated that the existing plan had several addenda, and the Department of Environmental Protection (DEP) required it to be streamlined into one ordinance that they could then approve.

“The ordinance is the enforcement arm of the Solid 91²Ö¿â Plan. Dave Stubber is still doing the enforcement, unless a municipality has its own code enforcement officer. A lot of that does deal with demolition permits. If someone is having a demolition, they have to have waste lifts, and they have to properly manage the waste from that, and garbage as well.â€
