Nopetro Energy, a vertically-integrated producer, distributor and operator of natural gas solutions across North America, announces the addition of Russ Boullion as vice president of commercial development in the Renewable Natural Gas (RNG) Solutions division. In this role, he will help expand Nopetro’s footprint in the heavy-duty trucking sector and build new partnerships with both public- and private-sector fleet operators.
Boullion will work closely with Nopetro’s executive vice president of RNG Solutions, Scott Brinner, to expand the company’s commercial reach, supporting its growing network of RNG fueling stations and production plants. He will also help grow Nopetro’s N360 offering, which provides customers with a truck, through a direct lease, lifetime service and maintenance, and fuel—often at a fixed price per gallon—all in one package.
His focus will include building relationships with trucking companies, private fleet owners, waste companies, municipal transportation departments and local governments, while identifying opportunities to strengthen fuel logistics and support new station development amid rising demand and emerging technologies, such as the Cummins X15N natural gas engine.

Boullion brings extensive experience in trucking, logistics, transportation management, supply chain management and industrial and commercial development. He joins Nopetro with a background leading commercial operations in the chemical logistics sector, including serving as commercial director for Delta Chemical, a PSC Group company. Prior, he served in several leadership roles at Quantix, formerly A&R Logistics, including vice president of packaging and warehouse, where he led development of the export packaging business, and vice president of corporate marketing, leading a company-wide rebrand. Earlier, he held logistics leadership roles at Westlake Chemical encompassing all modes of transportation and logistics. He holds an MBA from the University of St. Thomas in Houston and a bachelor’s degree in finance from Sam Houston State University.
