Since launching in October, a wise blue owl in a bright yellow safety vest has quickly become a symbol of community pride across Stafford County and the City of Fredericksburg. Professor Olivia, the friendly face of the Litter Lifters Program, is helping children, families, and neighbors discover that small actions can lead to meaningful change—and the response has been overwhelmingly positive.

Created by the Rappahannock Regional Solid 91²Ö¿â Management Board (R-Board), the Litter Lifters Program is a hands-on environmental stewardship initiative designed to make litter prevention, recycling, and community care simple, fun, and rewarding. In just a short time since its October launch, the program has seen strong participation and growing enthusiasm from residents eager to make a difference.

How It Works

Participants can check out a Litter Lifter Kit from participating Central Rappahannock Regional Library (CRRL) branches, just like borrowing a library book. Each kit includes safety-friendly tools and educational materials to help participants clean up litter in their neighborhood, park, school, or trail.

After completing a cleanup, participants earn a Litter Lifters Passport, marking the start of their journey as community heroes. As they continue learning and taking action, they can earn themed badges such as Trash Tracker, Recycle Ranger, Compost Champ, Community Hero, and the prestigious Wise Owl Award—each celebrating real-world environmental actions.

More Than a Cleanup

The Litter Lifters Program goes beyond picking up litter. Through Professor Olivia’s weekly themes—Mindful Monday, Teamwork Tuesday, Wisdom Wednesday, Take Action Thursday, and Fun Fact Friday—participants learn about recycling, composting, teamwork, kindness, and civic responsibility. These messages are shared through libraries, schools, community events, and social media, helping the program grow week by week.
